Spousal Sponsorship on Student Visa

My wife came to canada on student visa and graduated from Public college on December 20, 2022. I applied for her spousal sponsorship on November 01, 2022. Now i want to ask does she have to apply for Open Work permit or Post Graduate Work Permit after graduating from college.

If graduated, would suggest applying for the PGWP immediately. For the open work permit, can only apply once AOR is received, and it may take months and months after that.

I received AOR already. The problem is that if apply for Open Work Permit, she can only work once WP application is approved. I just want to confirm that even though her PR application is in progress, she is still eligible to apply for PGWP right?
