You are right, LVO is the slowest among the all. Other VOs are working on fast track.

CPC Sydney NS sends the AoR1 upon receipt of your file, and VO sends the AoR2 when they receive the file from CPC Sydney NS.

Yes, that's right so for AOR2 if there is a difference in timelines for Pakistani and Indians applicants that makes sense as both have different VO

but why are Indian Aug applicants getting AOR1 while Pakistani March applicants are still waiting when AOR 1 for both is Processed in CPC Sydney NS?

CPC Sydney NS sends the AoR1 upon receipt of your file, and VO sends the AoR2 when they receive the file from CPC Sydney NS.

Called IRCC today and got a temporary file number some relief at least the file is in the system now
