Do you have AIP letter? If yes, you were eligible at that date. If you can prove your residency (working, etc), they will/can waive the 90 day waiting period. If not, your COPR will serve as proof. You will need a Full Service, Service Ontario office to sign up. That one on Queen and Duke is the only one in the region.
