Since couple days I'm trying to call cic but every time saying we are unable to transfer you to agency.Maybe I called them 4-5 time never answer

Try going through the citizenship lines. Same number, but select the citizenship options. When you get someone, tell them that you cannot reach anyone on the PR lines, and you need help...

for me it was completely normal, took me several days, almost gave up, then they transferred me and was on hold for 30 minutes. Keep trying!

I really hope so. Right now I am in such a position. I don't how to react. I'm really desperate to go see my parents whom I haven't met in 4-5 years as they not doing good health wise.

I can understand that completely, makes you feel desperate.
 

especially when your parents are ill...during this process I lost my Dad, couldnt go back. They are holding off on services until I can go there when this is over and I have the card in my hand.

Ok so here's the trick

Call 888-242-2100

Wait about 1 minute until they finish talking about parents sponsorship draw

Then dial 1 1 2 3(in my case as our applicantion number starts with F) then application numbers and #. Wait to hear the numbers and press 1 to confirm. Dial year of birth of applicant with 4 digits. Wait to hear it and 1 to confirm. Then 1 to hear the status and after that 0 to speak with attendant

Same happened to my wife. Her father passed in March and she didn't leave as she was on a visitor visa and got concerned about not coming back. They definitely should put a rule saying that in case of death of a direct relative they should guarantee re-entry.
