Unclear to be honest. Most people from July and August 2015 took longer than Sept-Nov 2015 and even of some 2016 applicants... Also, my wife being from Iran, I can imagine that security checks might be longer. But honestly, everybody would like to have it done for the day before they submit their application, but very few have real significant negative impacts. We had to keep a private insurance a bit longer, she was not eligible for French courses offered by Quebec immigration, but she was living a normal life, doing her PhD, etc.
However those that lost status (sometimes for a little mistake, not by negligence) and that cannot work during the whole process or those that lost a family member but could not leave the country during the process,... those are the people really suffering from the longer delays.
It's no fun having to wait for several months and having no news at all, but we still can, and have to, enjoy everyday of our life.
