Hello. I am in the process of applying for my spouse's Permanent Residency and I came across this question:
"4. been refused refugee status, an immigrant or permanent resident visa (including a Certificat de Sélection du Québec [CSQ] or application to the Provincial Nominee Program) or a visitor or temporary resident visa, for Canada or any other country or territory?"
My spouse had applied for a Study Permit in 2020 which was refused and they had applied for a Visitor Visa a few months ago which was also refused (we weren't married at that time). I know I have to mention these two in the explanation section of the form. However, my spouse's cousin who is a Canadian citizen went ahead and applied for an Express Entry petition for my spouse when they weren't even eligible for it. The application was immediately rejected on the same date as submission saying they were ineligible for Express Entry. Should this also be mentioned in the form? Or can this be ignored because they weren't technically "refused".
