I'm sorry to butt in, but I believe the fact that the application was filed a long time ago doesn't really matter. As you know, CIC is very insistent we keep them informed about any change in our status after the application has been deposited, up to landing. In my opinion, changing the province of settlement to (or from) Quebec is a material change that needs to be communicated.

In fact, when an applicant lands the immigration officers are supposed to verify that their marital status, destination province, etc. haven't changed, in order to ascertain they are still eligible for the category they were approved under. In theory, if upon landing the OP reveals that he intends to reside in Quebec, the officer may deny him his landing and ask him to go through the proper Quebec procedure.

In my opinion, if the OP and his girlfriend decide to move to Quebec at any point before his landing, the right and legal thing to do would be to inform CIC and follow the relevant procedure. This would eliminate any confusion and would be better than trying to justify not having done so after the fact.

Agree and for that reason I suggested he report address change to CIC and see what they say about him moved to Quebec .
I don't think he need to start a new application .

You will need to apply for the CSQ...after sponsorship approval. Without the CSQ, you cannot settle in Quebec as a permanent resident.

That is the extra step in Quebec family sponsorship as compared to the other Canadian provinces.

Not only that, but you need your CSQ to get your health card in Québec (once you become a PR).

Hi all, great inputs here.

I am in this situation where my parent sponsorship is in process and I believe it might be in the final stages and upon moving to QC I did change to the new QC address but I didn't receive any instructions to get CSQ. I am very concerned now. in this case what should I do if anyone has experienced this?

Do i have the option to go back to my older province and reside there before I get into serious problem (my employer in QC but I can have flexibility)?

Or I go ahead and apply for CSQ on my own without waiting for IRCC? is it going to delay the application too much (already 3 years in processing).
