Spousal Landing in Quebec Without CSQ allowed?

Hello Everyone, I have a question.
I got my pr in Montreal under QSW category and I have my CSQ. My wife has got her approval of pr under spousal category and her province of destination is surrey, BC. I was in surrey when I applied for her case but now I have moved back to Montreal. She has a flight booked already destined to Montreal. So would there be any problem for her if she lands in Montreal or she has to arrive at other ports but quebec? Would she require CSQ to present to the immigration or cbs officer? If not would she be asked to apply for CSQ at the same time or would she be given some timeframe to apply and allowed to enter into canada? If none works what are the other options and to be on safe side what is the best option? What would happen in worst case if she lands in Montreal?

I have my relatives in Toronto. Should I anyhow book a connecting flight to Toronto to prove as a final destination?

I got her landed in toronto to avoid any kind of doubts. And she went through the process very smoothly. The immigration and border services just chkd her pprs no questions asked. She was through in 15 min.

Secondly, in case of coming to Montreal whether she had to apply for Quebec Selection Certificate (CSQ) or not at the Toronto airport? Thanks again

If I remember correctly, if the landing officer believes that her final destination for settlement is Quebec and that she doesn't have a valid CSQ, they may refuse to complete the landing procedure.

The issue of intended destination has become the subject of a department memorandum. Applicants landing in the Province of Quebec without a valid Quebec Certificate of Selection and who appear destined to Quebec, will not, pursuant to current department directives, be admitted as a landed resident. Where it appears to the POE officer that the intended destination is the Province of Quebec, landing will be deferred until a valid CSQ has been procured.

Recently moved to Quebec so is this a hard rule that she has to live there in any case or she can join me here? Do you have any idea what to do in this situation

It doesn't matter where you applied from. It only matters where the PR applicant is attempting to settle.
It also doesn't matter about PNP. It's Quebec vs non-Quebec and the possession of a valid CSQ.

Nothing to worry. My wife's best friend and her husband sent her sponsorship and pr application with the intend to settle in Nova Scotia. After she got her visa back, her husband, which he's military, got posted from Nova Scotia to Quebec. So she landed in Montreal whitout CSQ with the intention to live in Quebec. She didn't get any trouble, the CBSA officer just remind her that she has to apply for CSQ as soon as possible. She did and got it after 2 months. So don't worry about landing in Montreal without CSQ but if you already know that you'll settle in Quebec, I would suggest to start the CSQ application right away, you'll need it to get service from Quebec goverment.

That's a rather different situation. Military postings make a big difference in the way things are handled.

Hi @zardoz Thanks for the input, I have few questions, Legally speaking, can there be two laws for same situation depending on the profession?
Secondly, a spouse is supposed to be sponsored by the sponsor and legally the sponsor can be held accountable if the spouse is not allowed to live in the province? Please give your take. Thanks

CBSA officers have a lot of discretion. There's no "being held accountable" in question. It's all about the fact that Quebec has a certain amount of control in the immigration process, unlike the other provinces. I've provided all the information that I have.

Just have your friend or relatives address in Toronto or nearby areas like Ottawa, London or any Ontario address( where you can explain that Toronto airport was closest and had no other option with flights from your origin: in case). Theres no need of CSQ after landing nor you will need it later. In case if certain services require CSQ in Quebec which I don't think so, you may apply later also without any worries.
