I am sponsoring my parents and my husband (as my co-signer) is also sponsoring his mom at the same time. Is it required to add his mom to my financial evaluation form since my husband is a co-signer? I want to know if my understanding is correct and make sure to fill up the forms correctly. In my understanding, this form evaluates the number of people that we (my husband and I) could support. Can someone help me?

If you are co-signing for each other, then yes, you need to include each other's parents in the family size count. Assuming you have no children and it is just your parents and his mother, your family size for both apps is 5.

Now, I can't figure out where in the form to include her count (my mother-in-law). It all says previous undertakings. We will submit all the applications of our parents at the same time. Meaning they are all under current undertakings.

Any idea?

I would put them in 2, "previous undertakings not in effect". You can then say something like "sponsorship submitted 2018" on the next page or put a little explanation on a separate sheet.
