Can I ask what your warrant was for?
Back in 2017 my refugee case was denied so CBSA told me that I need to leave Canada so I decided to stay, automatically when you decided to stay they issued a warrant, that’s what CBSA told me in the appointment and my lawyer too.

Thanks, South America. If you apply for the Pre removal risk assessment you kind off have a legal “status” that’s the main goal so you can apply for the sponsorship application. My personal opinion is to contact a good legit migration lawyer.

His visa is still valid, there's no stamp on his passport upon entry. From what I know, he is legally allowed to stay for 6 months. He did not apply for any renewal after.

Moving forward, should I start with the spousal sponsorship inland and apply for his permanent residency as well?
What type of visa did he enter canada with? What country is he from?

-February 26 2020 application received.
-December 1 2020 Medical exam done.
-December 15 2020 Biometric done.
-January 21 2021 Sponsor approved.
-January 27 2021 Application transferred to Local office Calgary.
That's brilliant so even with an arrest order you were able to get on with things?! Did you ever get the result of the PRRA?

After I applied for the PRRA the warrant was removed in February 27 2020 and I haven’t heard anything since that day.
 
So his visa would've expired December 2019. Its too late for restoration and he is now out of status but you should go ahead and submit your application. He can be out of status and still apply apparently.

Just to clarify it wasn't removed it is only on hold until you get the results of the PPRA. The fact that covid has paused many removals and slowed a lot of processing has also likely helped.
