I had the option C print out for all 3 years (2010,2011,2012), but did not submit it as no where in the Guide does it say option C print out is mandatory. It states NOA OR Option C. I think that CIC can obtain our Option C printout directly from CRA if they wanted to verify the data in NOA.

I'm pretty sure that the initial screening does not merely count the docs submitted, they will review the data in the Financial Eval form to determine if a sponsor is eligible to sponsor or not. And during that screening they will notice that the figures are not from yr 2010 and are from yr 2013, and when they check the 3 NOAs, they will realize that I did not qualify for yr 2010 and return the docs as ineligible. Plus I clearly stated in my covering letter that I qualify based on 2011/12/13 years only. So I don't think I will have to wait 2 years to hear back on the status of my application. If I don't hear anything back by end of this year, I will write a letter to CIC to withdraw my application (as we can do that at anytime), and by Dec 2014, I'm pretty sure CIC mail-received load will be next to nil as the cap will be filled well before that time, so my letter should reach in time to withdraw my application.

In addition to that, my application will most likely be returned because I attached scanned copies of forms which required my parents signature. That was the fastest method I knew of, and I had no idea that CIC would have issues with this method, which I later found out reading through these forum posts.

I also ticked that box that says to continue processing even if found in-eligible (no fee will be refund). I keep checking my Credit Card account online to see how much they have deducted to get an early indication if my application has been touched by someone or not :)

Quite honestly I'm appalled with all these do's and don'ts of this application. Many of them defy logic..... I'll keep you guys posted on what happens with my application.
I too sent in my 2010, 2011 and 2012 Option C's with a covering letter explaining that I was not eligible based on 2010 income, but clearly was based on 2013 income. Let's see what happens. :)

I'm afraid your application will likely be returned on account that you didn't pass the 2010 and that 2013 LICO are not released for comparison and 2013 tax year are not processed until at least past April 2013 deadline.

If your application got counted towards the cap, you took away a chance for someone to sponsor their parents fairly since yours will be rejected due to not meeting 2010

Faking your parents signature is just as bad but could probably get away with it. Maybe when the parents land, they may notice the differences in their signatures between the application signed versus COPR signatures.

I wouldn't be surprised if the majority of those sponsoring their parents while parents are in their home countries, actually fake their parents signatures on the forms knowing full well of the 5000 deadline cap and competition with parents' signature already in Canada on supervisa on application. Parents already here on supervisa have the advantage in that they are here to sign the documents themselves.

Unless its totally different, I doubt they are actual signature experts or have to match it to the tee. All signature have some variance but distinct qualities when signed by the same individual for years
Folks who were here - major advantage to sign - CIC's reply to that, not our problem
How did it get signed so quickly when parents not there - CIC doesn't care, or will investigate how quickly or assume the sponsor signed ( technically a person who left on 31st Dec took the form, and 2nd person coming from home country ) can bring that signed letter

Necessity is the mother of invention ;)

So is fraud and misrepresentation. The means to an end does not justify the means.

I would hope that a VO who looks at an app received Jan 2nd and sees that the parents are currently 10 000km away in their home country will be able to deduce that the parent signatures are probably not real and take appropriate action.

CIC's own doing with cap and first come first serve, people get desperate and although its fraud on paperwork but parent meant to sign it anyway. Best would have been random picks from completed apps by a certain date to avoid this

As I just said in my revised post. The means to an end does not justify the means.

From your perspective for sure, for the rest who have been waiting for 2 years and then enter a race with timer - maybe think differently

Still doesn't justify despite the new rules and wait.

It goes to show how desperate they are in trying to get their parents on Canada health care rather than supervisa. Besides the 2 year ban doesn't stop them from applying for supervisa.

Hi Guys!

We would like to sponsor my in-laws for PR, and they are here as visitors for Supervisa status since last year. I came here last June 2010 as landed immigrant and started to work July 2010. The next year we were blessed with a baby boy. I will be co-signing the application, CIC wants 3 preceding tax years but I only half of 2010 taxed. We meet and exceeds MNI for the years 2011, 2012 & 2013. Unfortunately we still don't have NOA for 2013, do you think I can submit my application without the 2013 NOA? I have all paystubs for 2013. Do I need to wait till February for the NOA to apply or proceed to submit it?

Any comments are appreciated. Thanks

I means that 2 year ban in reference to CIC stop on parent/grandparent sponsorship until reopened until now.

I know. However the "2 years" bit was much too good a reference to pass up on.

You would have to wait until 2015 if you meet 2011, 2012, 2013. CIC has not released any 2013 LICO so you can't really use 2013 NOA for 2014 applications.
