Sponsorship for father and step mom

I am a permanent resident in Canada.

I am inclined towards sponsoring my father and my step mom.
I understand that only blood relations can be sponsored.

In my case, my mother expired when I was 4 years old. My father married an year later, and this great lady raised me like a real mother would.

It will be a shame if I can sponsor my father but not my step-mom.

Sponsor your father as the primary applicant. Your step mother will be included as a dependent in your father's application.
