Is it possible to directly sponsor your cousin? & if so any idea of the duration for the processing?

If you live in Manitoba or Saskatchewan and have lived there for at least 1 year and you and your cousin both meet some other requirements of the PNP there, you can sponsor the cousin under PNP. Time it takes is processing time of the PNP for the nomination which you would have to ask them plus the processing time for the PR application, see http://www.cic.gc.ca/english/information/times/perm/provincial.asp

If you do not live in MB or SK, you can only sponsor your cousin under the "one other relative" clause if you are not married, you have no close relatives in Canada and no close relatives outside Canada that you would be able to sponsor such as parents. The processing time for other family classes can be seen here: http://www.cic.gc.ca/english/information/times/perm/fc-other.asp

Thanks! I'm in BC & My parents are still outside of Canada and I cant sponsor them due to the halt in CIC. I qualify w/ the being not married thing but I also have some family IN Canada. I guess the only option now is for my cousin to work temporarily then apply for PNP.

If you know an employer who will sponsor him for PNP, he can also be sponsored directly without coming on a work permit first. It must be a skilled job though.

Thanks again! yeah that was Plan B. I haven't found an employer though. Especially here in BC, it looks hopeless.
