Covid19 will prevent her timely return though right? That is commanding her return so it is very much valid for the case?
Nothing to say that it will prevent her return. There are exemptions from the travel restrictions for spouses of Canadians.
She is exempt from the travel ban since her spouse is Canadian. So no, this won't prevent her return.
It's rare - but it does happen. An OWP does not guarantee re-entery. I assume she has a valid eTA or TRV?
She had a valid eTA upon arrival last september. I'll check! So eTA I know would be a big help I'm sure.

I understand that. I worked for 20+ years in specialists' offices in Ontario. However depending on the referral it could be that she's seen within a couple of days/weeks. Even paying for the GP to get the referral would be less expensive (and less likely to find her not able to re-enter Canada) then paying for flights to another country right now. Especially since flights are cancelled constantly everywhere in the world.
Offices are not working as they normally are. Based in previous posts I believe this was already attempted. Doctors don’t want the liability of reading a scan over the phone without a person being their patient. You don’t need a referral if you are paying cash. In a time where many Canadians are being told to wait for consultations even if they have pretty severe medical needs many institutions will not take cash paying patients.
