She cant. Only way to sponsor a sibling is if that sibling was an orphan and unmarried. Because she is married makes that sponsorship route a no no.

There is no route to take, she cannot sponsor her. She can apply to visit under a TRV. Your wife also must have been PR in Canada for 3 years before sponsoring anybody. To sponsor a sibling is incredibly difficult and generally reserved for if they are an orphan and unmarried. It is more about making their life more comfortable as oppose to what is best for your wife.

As mentioned above as skilled worker or 1 of the other classes. She does not qualify for part of the family class. If she is young enough and depending on which country she is from, she may be able to apply for an IEC (once it opens. currently closed) and she could then stay and work in Canada for 1 year but with the IEC the criteria is you must be young and from certain countries.

She is from Sri lanka. So the best way would be to go under skilled worker category or other. So this effects for other relatives as well except for parents right.

This effects all relatives except parents and grandparents but even that category is totally shut for at least another year. I can't think of any other type of relative obviously except children that would come under family class.

Skilled worker or 1 of the other categories is the only way that she can come to Canada and work.
