You (both sponsor and co-signer if applicable) MUST provide NOA/OptionC (issued by CRA) for the years of 2012, 2013 and 2014 where the total income meets the MNI for all 3 years for the full family size (your family + your parents + any accompanying dependent).
 
So NOA is notice of assessment ? and i am already in Canada with my wife and 2 kids and sponsoring my mum and dad so assume family size will be 6 ?

i also asked a question above regarding dependant declaration form so i assume that my dad has to fill this form only for my mum as my both the siblings back home are married and not dependant anymore.

I guess you're right. Your siblings' info only shows up in Additional Family Info form. I'm not 100% sure though as I don't have any sibling.
 
When should I mail in the package in 2016? Should I do it on Jan 4 or December 31? What type of courier do you recommend?

I recently became PR (within 5 years) and I was sponsored by my husband (Canadian citizen) through the family class. Since I was sponsored by someone within last 5 years, I am not eligible to sponsor my parents to immigrate (that was clearly stated on IMM 1344).

Now my question is, can my husband sponsor my parents through this PGP immigration? Any inputs on this one will be appreciated.

you can sponsor your parents. the condition on imm1344 form apply, if you divorce your current husband and remarried someone else, then you can't sponsor your husband, until your 5 years term completed. its doesn't apply for your parents sponsorship, you can apply for your parents and if your income is not sufficient, then your husband can be co-sign. I hope this help.

Just curious, do you know anybody refused because of not meeting the minimum income level.
I started working in end of 2013 and I don't meet the minimum income level for year 2013 and 2012.
But have well above income in 2014 and 2015, so I'm going to submit my application to PGP 2016. Do you think I'm going to loose my $1,100.00 processing fee :P

Your application may get returned due to not meeting LICO for 2013. However if in the event that your application got accepted in the 5000 cap, despite not meeting 2013 LICO, it will get rejected after years of waiting until CIC reopens your application for closer inspection. Once they notice that you did not meet 2013 LICO, they will simply void the application and return it you. You basically wasted valuable years of PGP PR processing for nothing. Do you really want to do this? You will sleep better when apply for PGP in 2017 when you actually meet 2014, 2015, and 2016 LICO.

You have to meet MNI and MUST provide proof of income (NOA or Option C printout) for 2012, 2013 and 2014 for 2016 PGP application (2015 income doesn't count yet). As screech339 said, there is no point of applying hoping that CIC will overlook this. They won't because they will screen your income for upcoming years as well in future.

Unfortunately, you may have to wait till 2018 PGP unless criteria changes. You will require NOA from 2014, 2015 & 2016 (similarly 2017 will not count) for 2018 intake whereas you would need 2013, 2014 & 2015 NOA for 2017 PGP intake (but you won't have 2013 income). :(
 
As Rossei said, you cannot apply until 2018 PGP. Not 2017 PGP as I have mentioned. It was a typo on my part. I meant 2018.

If u are able to find cosigner. It will qualify u Asap rather than waiting till 2018 jan.

The cosigner can only be a spouse.

Other option that chap should consider is to amend his tax return for 2012. He might have forget to pay all the needful taxes. Check with accountant. That will qualify him to apply in jan 2017. Jan2016 bus is missed.

Sure - that's an option. He should be ready to pay all of the back taxes and penalties he'll now owe for failing to report income in 2012.
