Hi there,

I downloaded the forms for my parents sponsorship application (scheduled to re-open in February 2015) & noticed it has last 3 year's of NOA & income requirements on the forms.

These years are 2011, 2012 & 2013

I was going to use 2012, 2013 & 2014 (current year's NOA).

My Question : Does this mean If we don't have 2011 NOA, as I landed here in Canada in March 2012, I cannot even apply ??

That's JANUARY 2015, not February....

You can apply in January 2016 the earliest NOT this year.

We sent through Canada Post Xpresspost. It was mailed December 31st with guaranteed delivery on January 2nd. I just got the notification today that it was received yesterday, the 5th.

We also sent through Canada Post Xpressport on Dec. 31st. The online status is still "out for delivery". I just called Canada Post operator, he said it was delivered yesterday Jan. 5th. I called several people at Canada Post before mailing the application, they assured me that it would be delivered on Jan. 2nd. I hope my parents' applications are still in the 5000 cap. I will never trust Canada Post for time sensitive documents again.

In 2011 our income is low, just right to meet the 2011 income requirement. In case there will be change in circumstances in our family this year (let say , I get pregnant early this year) and will no longer meet 2011 income will that affect my application (that is if I get included in the 5k cap)? Do I have an option to send my 2014 income to update my file? That way I still meet 2012, 2013 and 2014.

I'm with you. I am so mad. They will never hear the end of it if the cap was hit already. I hope we both get our applications in.

If you meet LICO+30% requirement for 2011-2014 for your current family size (your family+sponsored parents) you are fine. once your new baby born (suppose in 2015) your family size will increase by 1, then you have to meet new LICO+30% requirement (current family size +1) from year 2015.

You could possibly apply only if you live in Quebec, as they seem to be keeping the 1 year NOA requirement, not 3 years.

If not from Quebec, then as mentioned starting with 2012 NOA you can possibly apply in January 2016 (assuming rules stay the same as today).

Also if you are just downloading forms now, I'm not sure if you would even have enough time to complete them all with your parents and submit in time before the 5000 cap closes this month, which could be a day or week away.
 
My recalled package from Fedex which has original Option C arrived at my home today. Should I resubmit a "second app" with these original copies, with a cover letter that if they check the system and find no record of the first one (meaning it is rejected for any reason) then they should proceed with my 2nd submission. If they see that a file has been created then they can destroy or return the 2nd application.
I sent photocopies of Option C on my 1st application. Some people said that will be rejected :'(
I just want to be on safe side but unsure what I think and what I plan to do make any sense

I agree. Do not use Canada Post for such services. The time frame is so short that it is better to use a private company. There was once a time where CIC required the use of Canada Post, but now that they've made it open, no reason to use Canada Post. I used Purolator. Sent on Dec 31, and receieved by CIC on Jan 2 at 8.45am with signature.
My application is still not delivered >:( the status is out for delivery since yesterday !

Sent documents on Dec. 31st by Canada Post, all this time the status was "out for delivery". Only yesterday there was an update that it had been delivered on the 2nd. I called Canada Post several times, they were unable to tell me where my documents were. So, I'm sure your documents have been delivered as well, the thing is you'll probably see it on the website later.

You can try to call again and try to speak to an operator. I mailed the application on Dec. 31st. The status has been "out for delivery" since Jan. 5th. I called Canada Post and I was told that it was delivered on the 5th. I think they just have not updated the website yet.
 
Moreover, there is no signature on the website but a person I spoke to at Canada Post told me that the person's name who signed is Rizwan Mahmood.

It shows out for delivery since yesterday, I guess it was delivered yesterday ...
