Calm down, what we have observed so far is that CIC charges CC based on courier stacks (not based on exact received time). They started with FedEx, then Canada Post, now Purolator. I am one of the applicants whose application reached ( per UPS) CIC at 10.47AM. Nothing done. No CC charged or CC limit decreased.
As somebody mentioned, UPS is lying about the timing.
What else we can do other than sending it on the first day. But I will give one more week's time - after that my hope to make it this year will wane.
Last year we missed it by a week. We knew that time it was tight. But this time - first day 10.47AM is also no guarantee.
NOBODY with 10.47AM UPS delivery had their CC charged yet. O Canada..... Do I have to change my user name to something else???????????????

1-They give a certain number to courier deliveries (let's say 4000 here)
2-They count received applications by couriers
3-For example they find out they received 4000 courier applications by Jan 5th 3 PM
4-They start processing applications that are in this 4000 cap by courier (i.e. FedEx 9:41 delivery stack first, then Canada Post, then Purolator 8:45, etc.)

Scenario 1:
CIC receives 6000 fully completed, perfect applications on day 1. Let's say 3000 by courier + 3000 by regular mail. How will they pick the first 5000? Will they accept all non-courier applications even though they have no delivery time?
Scenario 2:
After 2 or 3 days CIC has processed 4950 applications. When they start on the next courier batch it happens to have 100 applications. How do they pick the lucky 50 out of the 100?
One could come up with endless scenarios such as these ones. I'd really like to know how CIC handles these cases. There should be more transparency because there are too few spots on this program. It's time-consuming and stressful to go through the process and missing a spot is a year lost. In addition, it takes several years to complete the whole process. This is way too long if you ask me and our parents are not getting any younger. The truth is they don't want to process these any faster because it's not in the government's interest. If this was some sort of an "investor" program, I'm sure the turnaround would be counted in months, not years.
