Generally speaking, you can't sponsor your sister; but there are exceptions and those exceptions depend on your personal situation, your marital status as well as your sister's personal situation.
Depending on your situation, you can use 2 streams: Other relatives( Lonely canadian) or Orphans kids (minors)
If you explain or describe a little bit your situation ; so that we can help and guide more. Are you single or not? Your parents alive or not? Your sister's age (+/-18) and her marital status?
