I dont know how new it is but I see posts back to June 2012 on it. From what I understand its usually requested at PPR stage but Manila requests it earlier. I just found bits and pieces on this in various threads.

I just asked wife about CBC. The officer told her some other Canada PR applicants had their Korean CBC rejected since it wasn't done according to CIC spec. I printed the sample CBC form and my bring it with her. So, they did it that way. Hope the sample was correct!

Okay, got a response from Manila to my email.

Appendix "A" just needs to be filled out, scanned and returned to them by email. They do not need my wife's passport yet.

Appendix "B" (passport photo thing) was sent to us in error. I can ignore it.

Her CBC was unsatisfactory because it did not include "lapsed records". So Korea2Canada nailed it. There was a problem with the search.

I'm a little pissed. I left the gathering of the Korean documents up to my wife, but gave her that sample CBC request form from CIC's website. She tells me that the folks at the police station weren't interested in it, but said that they knew exactly how to provide a search for Canadian Immigration purposes. Hmmmmm. Apparently not. :

My wife has no family in Korea who can do another search for her. So now I have to go to the Korean Embassy in Toronto today and obtain a "proxy" document that will permit a friend of my wife to do the search again on her behalf. I will send that document to her friend in Korea by UPS tomorrow. Her friend will do the search, then have it translated and notarized and sent by UPS to Manilla next week. Total cost of solving this problem will probably be about $250.

The good news is that someone in Manila was at least looking at her file and responded to my email asking for clarification in less than a day. I suppose I can be happy about that.

Thanks for the update. I was really curious to see how you made out with it. Its great you were able to get in contact with them. The remaining question is: Is the CBC sample accurate? After reading your initial post on this I asked my wife to give me a run through of how the CBC was done. As I said, I printed the sample off and asked my wife to tell the officer to do it exactly like the sample. We can only assume it was done correctly. But she said the officer compared the sample with the CBC form very carefully.

I think the sample is correct but the Korean Police didn't follow it properly when they did the search. If you look at the English version of the sample, you will see that they have the option of searching all or any of three categories "Criminal History", "Investigative History" and "Lapsed Records". CIC wants a search of all three, but the dumb asses at the police station only searched the first two. How the VO could tell that from the search result is beyond me, but I guess someone there picked up on it.

Anyway, got the proxy document from the Korean Embassy today and am ready to courier it out tomorrow. Hopefully the VO will have a proper CBC and her application will be back on track in a week or so.

This 'Appendix A' is that for all her family members (father/brother/sisters/mothers) or just any children? Looking at the form, there is no spot for my wife to fill out for her brother and parents.
