For the driver's permit it's all provincial. Ontario allows Koreans to just exchange their Korean license for an Ontario one. No tests.

Because if she's spent significant periods of time in another country an overzealous VO might ask for a CBC from that country. Imagine how difficult that might be.

I'm trying imagine what 4 cubic meters looks like. The biggest thing in our apartment is a standard size Dios Fridge. How many cubic meters would the fridge be?

6 months or more in another country requires a CBC right?

Yes, but the VO can ask for whatever he wants when he considers your application. I'm a little concerned about it in my case because my wife spent 5 months living in the US years ago. I didn't indicate that in her application because she couldn't remember the address, and finding it would have taken a while. My view is, if they don't ask for that document, don't give it to them as (in my case at least) it just invites a potential problem. But you do want to have it just in case.

Answering my own question here: I just measured our Dios fridge (for visual purposes) and it is 2 cubic meters. So, 4 cubic meters would be the size of 2 Dios fridges.


If it costs 1,500 it would be worthwhile for us.

I'll stick to what the guide states then concerning required documents and CBCs. Don't want to confuse the VO by sending a non-required document. It's good to get one to have in our own personal files anyway.

In our case, after sponsor approval we had the COPR anyways in only a couple months so just did the normal PR landing then 3 months wait for healthcare from that. So we never bothered to try (also since I just assumed it was impossible). However if people have done it on a visitor visa, I would ask them if its possible and how. Everything i've read on the "health" forum of this site seems to indicate it's for inland applications only.

You should definitely call them to try and confirm, but be prepared to jump through hoops and get lots of mis-information. Even if a customer service person on the phone says you can apply, the people at the Service Ontario offices for healthcards may feel differently. People on the phone often don't know the full situation, and may not understand CIC issues like inland and outland.

Keep in mind the approval rate last year for spouses/partners category in former Seoul office, was 95%. And approval rating for same category in Manila is 94%.

So those appeal cases are good to read for basic info, but don't get worried as the vast majority of cases here are approved anyways!
