Sponsoring my brother

I want to sponsor my brother. But when I read the Family Sponsorship criteria, it says;

1st way;

Use this application if you are a Canadian citizen or a permanent resident living in Canada, and you want to sponsor close family members living abroad, including:

children adopted outside of Canada or who will be adopted in Canada, or
brother, sisters, nephew, niece or grandchild who are orphaned, under 18 and not married or in a common-law relationship.

2nd way;

If you are related to the person you want to sponsor in another way, you could still sponsor him or her if you do not have one of the following living relatives you could sponsor as a member of the Family Class:
spouse,
common-law or conjugal partner,
son or daughter,
parent,
brother or sister,
grandparent,
uncle or aunt, or
niece or nephew.

FIRST WAY: My understanding is I can only sponsor my brother if he is ORPHANED. Which is he is not orphaned though he is below 18yrs old.
SECOND WAY: My understanding I should be SINGLE, LIVING ALONE HERE IN CANADA. But I'm not because I have my husband with me here in Canada.

Anyone that has the same problem? Please HELP!!!!!!!

You don't qualify to sponsor your brother. He will need to find a way to immigrate independently (like as a skilled worker).

There is a program available to sponsor parents and any dependents of your parents under a certain age. The program still exists today although the rules are quite different.
http://www.cic.gc.ca/english/immigrate/sponsor/parents-apply-how.asp

There is no such program to sponsor siblings, cousins, etc directly.

The only way to sponsor your brother is to meet income criteria to sponsor parents, enter lottery to sponsor them next year, hope you win one of the 10K lottery spots, and include your brother as a dependent in their PR application.
