Hi all,

My wife and I are Canadian PRs who landed 2 years ago in Vancouver, left Canada and are now residing permanently in Edmonton.

During the period we are outside Canada, my wife gave birth to a son. We could not get a PR for him since as PRs ourselves, we need to be residing in Canada to do that. When we returned to Canada for good in August 2011, he came together with us on a 6 months visa.

Now that we are in Edmonton permanently and ready to sponsor our son, we hit a snag and the CIC staff in Edmonton is unable to give me any advice other than to call the toll free line which basically gives the same information as the CIC website.

The Problem:

There is NO category in the CIC website where I can sponsor a dependent child who is living INSIDE Canada with his parents.

Is there a way for me to sponsor my son while he is living INSIDE Canada with us? At 18 months old, there is no way we can leave him outside Canada and separated from us while we wait for approval. What are my options?

I meet all the eligibility requirement and process all the necessary documents as proof.

You can't sponsor him Inland, you have to sponsor him Outland, which means the documents go to CPC-Mississauga for processing, then to the visa office responsible for persons of his citizenship. It does not mean you have to take him back there, it just means CPC-Vegreville is not the office responsible for processing your child's application. His being in Canada does not affect the Outland processing of the application.

Does it mean that he can still live INSIDE Canada during the application process as long as I sponsor him outland and provide an address OUTSIDE Canada on his application forms?

All outland means is the Visa office, i.e. outside of Canada.
You can give a Canadian address.
 
But if the visa is being processed outland won't the child's passport have to be in that country, meaning the child would have to be as well?

Will they issue a visa via courier?

People do it all the time with their spouses residing in Canada while doing an outland application as the processing time is generally faster

They request PP and u send it to them they put visa in it and return it to you vial the prepaid courier envelope
