Hi there, can anyone give me an advice.
I have a brother who is living alone in the philippines, all of our family members is now living in canada as a permanent resident. My brother is currently here in canada as a Tourist. Would it be possible to sponsor him or my parents can sponsor him?

No he cannot be sponsored by you since your parents are alive. Your parents can only sponsor him if he is under 22. If so, he would have been included in their application. He can study, immigrate based on his own merits, or get LMIA from employer to apply for work permit.

No. Since you have your parents, you don't qualify to sponsor him as "other family members" under the Lonely Canadian route.

He needs to qualify himself to immigrate to Canada.

It depends on his age, martial status, and whether he was examined as a dependent as part of your parents' application.

Hi, yah he was declared before. My parents are now citizen. My brother is the lonely living family member in philippines. We are all settled now in canada except him.

So he was declared for parents PR and took the medical before he turned 23? Why didn’t he land as PR Canada over a decade ago. Too old now. Needs to immigrate based on his own merit.

He should have been working towards immigrating via economic programs 5-10 years ago. What is his education and work history? He was actually quite lucky to get a TRV.

He is now 38 years old. All of our family are leaving now in canada he is the only one that left in the philippines.
He will need to qualify and apply to immigrate independently through an economic immigration program like Express Entry. His age will unfortunately work against him. Have him start learning French now if he doesn't know the language already. Hopefully he has an advanced degree like a master's.
