Sponsoring brother over 18

Hi
I am wondering if I can sponsor my brother to Canada. I am Canada PR and my family members only consists my mother and brother, who is single as well. I am single and I do not have any other relatives in Canada. So basically it is just myself in Canada.

I am wondering if my brother still can be sponsored because they stop the parents sponsoring program , and there is a note on the website says

"You can sponsor one relative regardless of age or relationship only if you do not have a living spouse or common-law partner, conjugal partner, a son or daughter, parent, grandparent, sibling, uncle, aunt, nephew or niece who could be sponsored as a member of the family class, and you do not have any relative who is a Canadian citizen or a permanent resident or registered as an Indian under the Indian Act"

So is my brother eligible?

You would be able to sponsor your brother alone if he was an orphan, but he isn't. So in order for your brother to go to Canada, you would have to sponsor your mother and file him as a dependant on her application.

To be classified as a dependent, they must:

- be under the age of 22 and not have a spouse or common-law partner, OR
- depend substantially on the financial support of a parent and have been continuously enrolled and in attendance as full-time students in a post-secondary institution accredited by the relevant government authority since before the age of 22 (or since marrying or entering into a common-law relationship, if this happened before the age of 22), OR
- depend substantially on the financial support of a parent since before the age of 22 and be unable to provide for themselves due to a medical condition.

Since you have a living mother, your brother is not eligible under this clause. :(
