Hello every one

My friend is Naturalised Canadian living here for the last 6 years. He has no wife, no relatives no children. His last year tax return was about CAD42k. Is there any provision for him to sponsor his younger (majority age) brother whom he was financially assisting since his arrival? Thanks for your help.
 
Are either of his parents still alive? Does he have any family members in Canada such as aunts or uncles?

Parents are alive but not willing to move. No relatives.

It doesn't matter that the parents don't want to move; the fact that they are alive and could be sponsored means he cannot sponsor his brother.

I understand now - is there any provision, to sponsor a brother who is in dire need? Because of conflict he could not live in his home country and now he is in a neighbouring country but is still not secured because he could be abducted and taken back even if he is under UNHCR mandate. And UNHCR is not functioning well there while others have been there for years - any way please.

There are no such provisions under family class. You would need to look into the refugee / asylum stream. As a first step, he will need to be recognized as a refugee by UNHCR or another similar referral organization that is recognized by Canada.
 
What country is the brother living in now? And what country is he fleeing from? He could just try the refugee stream as mentioned

He is from Ethiopia - according to current info, their government has already killed more than 400 (including children and elderly) who demonstrated against land-grub. Some of these people are sinking in Mediterranean and Red Seas in boats. The brother is in Kenya, a country that behaves like another province of Ethiopia, thus no security there. Worst is, UNHCR is told to pack and go with their refugees by Kenyan government- (That is how they negotiation for increased funds) and even preliminary interview of UNHCR takes 2 years. This is why many are captured by countries en-route while try to enter South Africa, or fall in the hands clandestine organ harvesters or ISIS knife.

This changes nothing. Again, unfortunately sponsoring him under Family Class is not possible. You either need to look into an economic immigration class (e.g. FSW/EE, PNP) or refugee/asylum.

Agree - I heard that he is a barber, not sure if has any certification to be considered 'professional'.
