I have a question when sponsoring a blind person (spouse)
what kind of proof should you provide if the only means of communication was by phone (talking)

You overdebate staff, folks.

Mobile phones can extract logs.
Now, internet phoning, chats, even video calling is absolutely accessible to blind persons. I have a blind relative who takes wonderful selfies using his android phone.
It is easy to prove it using the logs of facebook messenger and whatsapp.

The question is, blindness is not a medical test issue, is it?

You do realize blind people can email and do online chats as well? Computers have speech assist to read out what's on the screen.

Yep - this technology has been available for ages.

Not sure why i thought the only evidence would have to be a recording of some kind- which is not allowed.

Now i have points to continue our debate :-D

If you use phone cards, I hope you saved those.
If you call directly from your phone, try to request a bill that shows you dialed his/her phone number and vise versa.
If you chat using Viber, Whatsapp, facebook etc.. voice chat, you may take screenshots of your call log.
Otherwise, send a letter explaining the situation.
Rest assured, your spouse being blind, does not affect his medical test. Only health issues that are transmitted to other people affect the decision about the medical test such as viruses and infectious diseases. Blindness can not be passed to other people!
