Hi Everyone,
My husband and I are permanent residents since June 2016 but our baby was born in Jamaica on January 2017. As such we have been living in Jamaica. Please advise as to how we can go to Canada with our baby and apply for residency for her. Do you think they will give her a visa? How should I go about this process? Please advise.

You should apply for your baby's tourist visa. If it's refused, and you want to sponsor your child to Canada, one of you would have to go to Canada, live there and sponsor the baby from there. As PR holders, you must be living in Canada to sponsor someone. I don't know much about TRV so you should look into that as well. You can't apply for her residency while you are both living outside of Canada (this would be different if you were citizens).

If the TRV is refused, you can also try applying for a TRP. As stated above, at least one of you will have to be in Canada during the PR process or the application will be refused or cancelled.
