Sponsor was outside Canada when applied for Spouse Sponsorship

I received GCMS and it says "Sponsor eligibility: In progress, Case referred for secondary review" but does not include any reasoning or other information, and the only reason I can think of is I applied when I was outside of Canada. It's almost been 10 months since I applied and 8 months since AOR. Can anyone please suggest should I apply again or wait?? Can I have 2 applications at the same time and withdraw the first application once I receive AOR or sponsor approval from the second application?
There are only a few reasons that sponsor would not be elligible. There is a small chance that you could still be approved die to covid but based on my recollection you could have travelled before August as a PR so didn't return as soon as possible. It's up to you to decide how long you are willing to wait before deciding to withdraw your current application and apply again.

You can't have more than one application at a time. You need to withdraw first and then apply.

No one can decide for you or tell you whicj way is going to be better, unfortunately.
Thanks for your reply, I am considering the option to withdraw and apply again. But, want guidance on that if you or anyone else can help, will there be any side effect on my new application because I withdraw the previous application, and as you said I should withdraw before re-apply, does that mean I have to wait for approval from IRCC that file is withdrawn before sending a new application.

Do you know how much time it takes to get the approval for withdrawal?

No impact of reapplying. Yes you’d need to withdraw before reapplying. Hard to say how long it would take to withdraw but would estimate 1-2 months.

Do you mean I have to wait for the approval of withdrawal from IRCC before submitting a new application?

But I asked 3 consultants and they are saying I can re-apply after applying for withdrawal and no need to wait for the approval.

If you don’t have confirmation that your application has been withdrawn you technically don’t qualify to sponsor. Assume consultants are advising not to wait because they are counting on there being a delay when it comes to getting AOR. It is a risk but an option.
