sponsor sister in law?

I just brought my wife here as a permanent resident.Her income is $0.Can she sponsor her sister or is it better that I do it,if able,as I am the only one working now?

No - neither of you can sponsor her. If she wishes to become a PR, she will have to immigrate independently through an economic immigration program like Federal Skilled Worker / Express Entry or Provincial Nomination.

She should come through an economic immigration stream, that's the best way because if she is married or has kids, they will all get PR at the same time as her. Also, there are tons of Filipinos living and working here as you can see, most of them immigrated through those economic streams, you should ask your sister in law to do the same.
