How else do you want to sponsor him? Do you want to hire him to work for you and sponsor him as an employee under PNP? I suppose that could be possible if immigration believes it is a genuine job offer and he meets the requirements for the job. Spousal sponsorship will probably be faster though.

The spousal sponsorship through CIC is a min 14 months, while ive been told that PNP can be a lot quicker, around the 6 month mark. My dad is a small business owner, could my father hire him? How does that work?

The spousal sponsorship processing time is based on 2 components, Mississauga to approve you as a sponsor and processing time in his home country. Mississauga is currently 66 days, see http://www.cic.gc.ca/english/information/times/perm-fc.asp and Mexico takes 14 months to process 80% of the cases. This doesn't mean that the minimum is 14 months. Your case could be faster if it is for example in the faster 50%

PNP in Mexico takes 12 months for 80% of cases, see http://www.cic.gc.ca/english/information/times/perm/provincial.asp#west but before you can apply for PR through PNP, you must first get the nomination from the province. You would have to ask the PNP in your province how long that takes but it can take months.

You would also have to ask the PNP if your father can sponsor him as a worker. He may need work experience for the job your father has for him. It should be a skilled position but your fathers business may also have to meet certain requirements with size and how long it has been operating. You have to ask the PNP in your province about that.
