Hello, so i was contacted by the visa office and i was asked for an empty shipping envelope. I am wondering why am I asked for an empty envelope what does this mean? should i be excepting a visa or just all my stuff to be returned to me with the visa. I was not asked for an interview but i was asked for my passport which i have not gotten back yet. i would like some help to see what would possibly be going on so that i can be a little at ease and get rid of all of these "what ifs".
thank you

I would assume that the empty shipping envelope is so they return the passport to you, with the visa and COPR, plus any other documents or papers they'd want to return to you.

I REALLY hope that the visa comes with the package, but would you know how long it usually takes for them to mail everything back?

Why wouldn't it come with the package? There would be no reason to hold your passport. If you are at the end of the process, you've already gotten your PPR, so you are pretty much done. Some visa offices take more time than others to return passports, generally from a couple of weeks to a couple of months.
