I'm pretty familiar with the pros and cons of inland vs outland applications, but does it make any difference where the sponsor is?

I'm a Canadian citizen and will be sponsoring my wife. We've been living abroad (in her country) for 3 years. I plan on returning to Canada in Jan 2014 and submitting her outland application pretty much as soon as I arrive. She and my son will join me in Canada in April. Her application will have been submitted by then and after reading other threads here I understand there's nothing wrong with her entering Canada while waiting on an outland PR decision (we're aware of the possibility of having to return for an interview).

I believe the process (and form) is different for sponsors residing in or out of Canada. In our situation, would it be best to:

1. Apply while we're both living outside of Canada (but then I'd be back in Canada literally after weeks submitting the application...so this doesn't seem very honest);

2. Applying with me in Canada and she still abroad (as outlined above); or

3. Waiting for her to land in Canada on her visitor visa and making an inland application (I'm pretty sure this is the worst option...but just throwing it out there).

You should send the application as soon as possible... meaning while you are still both living outside Canada
As a citizen you are able to apply and be outside the country :)
You will just have to indicate in your application that you will be returning to Canada upon approval of the PR application... you can do this by showing a job offer, lease on a place to live

Better to get it sent now rather than waiting until you arrive in Canada... depending on the VO the wait times can be very long :(

All except that, if you apply from outside Canada, not only must you "indicate" you are returning to Canada, you must PROVE that you are, and are also required to include your "plan" of how you will re-settle in Canada in your application with things like a job offer, rental lease agreement, support letters from family and the like. Take your time, get everything ready, and then, if it's already December submit it once you're back in Canada.

Inland application provides at least one benefit, that of including an OWP application with your application, (I mention it in case your wife is eager to work here). But I think you will lose too much time with that option.

I am being sponsored by my spouse outside of Canada , he lives in Canada and I live in Uk.
If i were to visit him in Canada during the application process and was awarded my PR would i have to go back to UK for a week or 2 and then return to Canada ? Or could I remain in Canada and get it while visiting?

You can certainly get PR while you are in Canada. If you're called for an interview however, that will be in the UK.
 
1. apply while both living outside Canada.

As you will be returning soon, you probably have a good plan in place. Outline that plan for CIC, showing when you will return and how (dates, copy of travel itinerary, etc.). Send a copy of your lease or job offer, if you have them. If you will be staying with a relative, get a letter from him/her offering you a place of residence while you reestablish yourself.

Soonest begun, soonest done, and there's nothing dishonest about applying while you're outside of the country.

You could also apply right away, giving just a general overview of your plans to return to Canada. Then, when you get back to Canada, have a job, and a house/apartment, send in this proof of your reestablishment in Canada to the visa office processing the file, to be added to the file. This way, you don't have to spend too much time gathering proof of your return now, proof that you have actually returned can be sent later.
 
You need to have a lease or job offer. In lieu, get a letter from a family member who can offer housing if you may need it. Clearly state your education, experience, job search plan ( even include a resume and education docs ).

Include a detailed letter stating your plan to live in Canada.
