A short summary: A friend can "sponsor" you to immigrate to Manitoba if the friend is a PR or citizen, has been living in Manitoba for at least 1 year and does not have another open sponsorship at this time as well as persons they previously sponsored have stayed in Manitoba.
However, the sponsorship does not guarantee your immigration. You still have to qualify under the points system according to the self assessment work sheet which takes into account your knowledge of English, your education, age and other factors. You do get 10 points for having a friend sponsor.
