Hi everyone. I live in Libya with my wife. I sponsored my wife about 2 yrs ago and she got the PR. She landed and she came back to Libya with me. I had anticipated that we'd be in Canada by now but it just hasn't happened. When she landed 2 yrs ago the visa officer said that she would have to live for 2 yrs in Canada, but since she is living abroad with me (the sponsor) she may not have to... so it is not clear for me what happens if we dont relocate to Canada within the 5 yr PR period. What happens after the 5yrs are over and we're still in Libya? Can she renew the PR? Can she apply for citizenship? Any help is appreciated. Thanks.

I'm going to assume that you are a Canadian citizen. If so, the time she spends living outside of Canada with you can be counted towards the PR residency requirement. This means her PR status is safe and she can apply to renew her PR card at a future date.

She cannot apply for citizenship however. To qualify for citizenship, she must physically live in Canada for a few years to qualify. Time spent living with you outside of Canada does not count.

Did you ever live in Canada together or were you living in Libya when you sponsored her? If she landed and you both left for Libya there may be concerns that you are moving to accompany her. In that case the time together may not count.

No I meant may not count if the husband has been living in Canada and the wife arrives but they immediately return to Libya. There could be concerns as to who is following whom if the Canadian husband is returning to her established life in Libya.
