Do I have to be working in Canada for 3 years in order to sponsor my parents? If it's less, can I combine my annual income for previous country?
 
Yes - you need three years of Canadian income that meets the minimum income levels to sponsor. No - you cannot combine income from your previous country.

Only if that co-signer is your spouse or common law partner.

I am currently sponsor my wife and we are planing to sponsor her parents as soon as she land (I can be co-sign), is this is possible ? does she need to be working for 3 years before application ?
 
Must meet minimum canadian income (NOA) for current + sponsored family members, family size, for last 3 years.
Yes, spouse can co-sign.

You need 3 years of Canadian income. You cannot sponsor her parents, only she can. But you can co-sign for her wife's application and I believe if you have 3 years of past Canadian income that meets the minimum, she can sponsor her parents even if she does not have 3 years of Canadian sourced income.
