SOWP time line

I applied for Sowp for my wife on March 11,2020. Which was rejected in May. In GSMS note they say they didnt receive my work permit and other documents. After that I have applied for reconsideration through web form in July 22,2020. And I haven’t receive any response from them yet.
Question:

1)Is it good sign that Its going to get approved?

2)what date they consider for application processing? March 11,2020 or July 22,2020

Have u received any updates? I think better you go with a new application with relevant documents.
