I am going to apply for a study permit. I've got the offer letter for Ph.D. with full financial support from a Canadian University in Toronto. Currently, I am writing my study plan for my visa application. For your information, my spouse also doing her Ph.D. at the same University and currently, she is in Canada.
I wonder, is it good or bad for me to mention my spouse's study at the same university in my study plan?
What is your suggestion?
And does it okay if my study plan is two pages long?

Note: Previously, I applied for a study permit for an MSc program (with full funding) at another University. Unfortunately, my visa application was refused showing insufficient funds and country tie. So, this is my second time with the visa application.

First of all, congratulations for getting a fully funded masters. Canadian VO usually reject the application if you do not have strong ties to your home country. So if you mention your wife is in the same university doing her PhD, the visa officer might get suspicious that you wont leave Canada after you complete your PhD.

If you're referring to your Visa Application SOP being of 2 pages then yes. I am not sure what you mean by study plan here.
As you have mentioned your visa was already rejected once because of family ties so don't mention about your wife again in this one. You also need to show sufficient funds for the first month you live in canada (as your program is funded you'll get your first salary by the end of the first month).
