I have obtained the COPR (Confirmation of PR) and landed in Vancouver on 15 Sept 2010.
Cleared the customs and told / left them a Canada Permanent Address (friend's address who is a Canadian citizen).
I had to leave Canada for that trip as I have some unsettled business back at home.

It has been 8 weeks (40 business days) and my friend still has not received the card. SIN card has been received though.

The CIC site indicated to call 1-888-242-2100 however this number does not seem to work outside Canada. I tried, the line just went dead after some announcement that I will be charged international rate. High Comm in Singapore told me I have to re-apply for Travel Document.

From CIC, seems I have to declare that I have not received the PR card but need again to call 1-888-242-2100 for the 5451 form. Call just cannot get through here.

Anyone please advise what I should do next... who will this declaration affect the re-application of Travel Document?
So when I re-enter Canada again (with the approved travel document), what should I do next to get my PR card??

It took a longer time than 40 days for our PR card to arrive (and my son's pr has not arrived :( ) I suggest you wait for a few more weeks. However, if you need to go back to Canada, you need to file for travel document at the canadian embassy.

It is very consoling to hear that I am not alone in this (although I am sad that your son's pr has not arrived). From the CIC site, they have updated that it will take only 24 business days... *sigh*

have you received ur pr card as yet? i landed at toronto on 14 sept but still havent received ny pr card. if you havent recd as yet, have you managed to contact anyone re advice please. i would be grateful if you could share any knowledge.

can i please confirm if this no. is for people who can contcat cic who are outside canada, if they havent recd their pr cards? does it ever take as long as 120 days for no pr card to be received.

Yes, I heard this is the number for people want to call CIC for PR card enquiry while outside Canada and it could take as long as 213 days to get the renewed PR card.
 
I have the same problem, I am in the UK having had to return and am unlikely to be heading back for about 8 months.

My wife's PR card has turned up at a friends house, whose address we provided but mine has not after 9 weeks. I have tried the number provided by Steaky, press option 1 and then 2 but I cannot select any more options.

I just get an automated message telling me that if I am in canada to call the 1-888 number and if outside to refer to the CIC website for more information on my local CIC office which is not really going to help me :(

Although if all else fails I could try my local CIC number.....

Any advice?
