small business wants to hire fiance

I wanted to start a small business with my fiance who is in Egypt while we wait to get married and for the PR to come through. I feel it will be to much for me to do alone here, as I have a full time job in Canada. Can I hire him to come work for me here through a work permit and then get married here in Canada and then apply Outland for his PR?

As a first step, you would need to apply for a labour market opinion (LMO) and have it approved. (He can't apply for a work permit without an approved LMO). More information about LMOs is here:

However new businesses do not qualify for LMOs. So unfortunately your plan won't work.
