Skill Transferrability Points and implications to ECA requirements

Recently, it was pointed to me ECA is necessary only for the highest level of education (Masters or above). However, on reviewing the Skills transferability section in CRS http://www.cic.gc.ca/english/express-entry/grid-crs.asp there seems to be some confusing information.

CRS – C. Skill transferability factors (Maximum 100 points for this section)
CLB is mentioned in two places

With good official language proficiency (Canadian Language Benchmark Level [CLB] 7 or higher) and a post-secondary degree

and

Secondary school (high school) credential or less (CLB levels 1 & 2) 0 0
Post-secondary program credential of one year or longer (CLB levels 3,4 & 5) 13 25
Two or more post-secondary program credentials AND at least one of these credentials was issued on completion of a post-secondary program of three years or longer (CLB levels 6,7 & 8)

What is this second CLB that is related to education and not language benchmark? Any links on CIC website showing this information?

If more points are given to 'Two or more post-secondary...' does one need to provide evidence to two credentials, even if one of those is Masters or PhD? There is no mention of Masters of PhD here in this section.

Also, this has nothing to do with the Education points in the Core/Human Capital section. (Max 140/150 points)

To be on the safer side and since it was not much additional hassle, I am getting both my Masters and Bachelors evaluated. But thought we can have some discussion here.

CLB is Canadian Language Benchmark which is related to Language assessment only. There are no other CLBs in the context of EE.

The section you're referring to in Skills Transferability is where you get points based on the COMBINATION of language assessment and education. What it means is,

If you have more than 1 post secondary credential (Bachelors & Postgraduate Diploma/Bachelors & Masters/Bachelors, Masters & PhD etc) PLUS CLB between 7 and 9 in IELTS, you'll get 25 points for this factor.

If you have more than 1 post secondary credential (Bachelors & Postgraduate Diploma/Bachelors & Masters/Bachelors, Masters & PhD etc) PLUS CLB 9 and above in IELTS, you'll get 50 points factor.

So according to you,

CLB next to education levels (1, 2 etc.) means nothing.

ECA for both degrees will be required in order to claim points.

I submitted my profile today and while doing it did a little experiment. Submitted the profile with only my Master's degree and removed the Bachelor's completely. I got full skills transferrability points.

So that means the 2 or more degrees = (2 or more degrees) or (1 Master's) or (1 PhD).

I had done ECA for my Bachelor's anyway so later modified the profile to include Bachelor's.
