Skill Transferability Points Incorrect

I have checked my total score and gone through my entire application and noticed that skill transferability factors can be a maximum of 100. I am using the following links as a reference point:

cic.gc.ca/english/express-entry/grid-crs.asp (SECTION C)
cic.gc.ca/english/department/mi/express-entry.asp (SECTION 23 and 24)

I am only getting 38 points in my application. I have almost 2 years of work experience in Canada (will be 2 years in September) and I have 5 years of foreign work experience. My CLB score is 9+. With this information, it looks like I should actually be getting 88 points. Why does it seem to be ignoring my foreign experience? Any insight would be appreciated.

Does your foreign work experience fall under NOC 0 A or B?

Do you have two or more degrees or diplomas with one of them being at least 3 years long?

What were your language scores for the test you did?

Here are the answers to your questions:

I have determined that the best NOC for my foreign experience is 1221 which is skill type B.

I only have one 3-year degree which I obtained in Canada.

My language scores were Speaking 9, Reading 10, Writing 10, and Listening 10 under CELPIP General.

You have only one degree so you can only get 25 points for the CLB 9/10 + Education

And also because you have not gotten to September yet, you'll only get 13 points for your language and work experience.

That brings 38. In September it should increase to 50.

Do I not get points for my foreign work experience though? This is taken from cic.gc.ca/english/department/mi/express-entry.asp

Combination of foreign work experience and official language proficiency

23. The points that are to be assigned for a combination of the level of proficiency of the foreign national in their first official language, according to their benchmark level as assessed in that language under the Canadian Language Benchmarks or the Niveaux de compétence linguistique canadiens, and their foreign work are the following:

(a) 0 points, if the foreign national has no foreign work experience , regardless of their proficiency in their first official language;
(b) 13 points, if the foreign national has one or two years of foreign work experience and is assessed overall in their first official language at level 7 on all language skill areas, with one or more areas assessed at less than level 9;
(c) 25 points, if the foreign national has one or two years of foreign work experience and is assessed in their first official language at level 9 or higher on all language skill areas ;
(d) 25 points, if the foreign national has three years of foreign work experience and is assessed overall in their first official language at level 7 on all language skill areas, with one or more areas assessed at less than level 9; and
(e) 50 points, if the foreign national has three years of foreign work experience and is assessed in their first official language at level 9 or higher on all language skill areas.

24. (1) The points that are to be assigned for a combination of the Canadian work experience and foreign work experience of a foreign national are the following:

(a) 0 points, if the foreign national has no foreign work experience, regardless of their Canadian work experience;
(b) 13 points, if the foreign national has one or two years of foreign work experience and one year of Canadian work experience;
(c) 25 points, if the foreign national has one or two years of foreign work experience and two or more years of Canadian work experience;

(e) 50 points, if the foreign national has three or more years of foreign work experience and two or more years of Canadian work experience.
Points may be combined

(2) The points assigned under section 23 and subsection 24(1) may be combined for a maximum total of 50 points.
If this is so, then shouldn't I be getting an extra 50 points to make my total 88 overall?

I completely forgot about it :-\. Did you qualify for CEC or FSW? Because I think if you only qualified for CEC then it may not take into account your foreign work experience. I may be wrong though.

I just checked my profile and I qualify under CEC and FSW. Do you think there is a glitch in their system that may be totaling my points incorrectly?

I am looking for posts from prior years as I feel I am in a similar situation. Was your case resolved?

In my case, I have a CLB of 9 on all abilities (L, R, S, W - 8, 7, 7, 7 on IELTS). I have 3.5 Years of Foreign Experience (US) in NOC 0. I should have got a 50 for Skill Transferability under Foreign Experience. But I have got only 25 and I am not sure why.

I doubt if there is a system error, but I am trying to determine if I missed something or is it genuinely a system error? And if so, how do I get it fixed?

Any help will be appreciated.
