SINP with existing work permit

This is for my spouse who is on a spouse open work permit and I am a student. We are both in Saskatchewan (We landed in Canada on September 2023)
my spouse has been working as a car detailer for four months now. His employer agreed to sponsor SINP. Could someone please tell me if my understanding of the process is correct?

1. His employer gets a COR (certificate of registration).
2. They apply for specific Job approval letter with his name.
3. My spouse gets his IELTS and makes a profile in SINP and express entry with his JAL. The steam he should apply for is SINP with existing work permit.

Is this correct?

I thought the job needed to be TEER 1-3 to apply.

Do you know of any other streams he can apply under? We were considering SINP with existing work permit

I'm not aware of any with the job he has now.
