It does not necessarily take 16 months by CIC to process, as reported in the web..
From FBI in May to Oct it took 6 months.

Thank you for sharing your experience.
But , from my point of view, you have made a mistake. Your processing time at CIC stage does not start when your BG check begin to process. It starts when you send your document to CIC for the first time, in your case, Dec 4, 2016.

"These processing times only apply to the federal part of the processing (at the visa office) once we have received the complete application. It does not include the time it takes for the province or territory to process the nomination certificate."

Which means your processing time took 10 months . In some cases , like you, it may take less ( or even more ) than 16 months, but it is still frustrating.

For instance:
When you submit your application through paper based forms, it takes a couple of months to receive AOR, but through EE you get your AOR within days.
You have to wait for requesting medical exam, which is time consuming, but in EE your medicals is up-front
And so on...!

I think its very clear calculating the processing time at CIC stage: "form the date you have your nomination in hand, to the date you receive your PPR"

He should have got FBI Pcc ready by Dec 2015.. In which case he would have got PPR by July
