That's totally true. You will be judged based on the minimum amount of money, stated in your transaction history (three months before submitting your application). Saska officers are very sensitive and tough about it. I have been rejected once before because of this RULE!

As a first step, if you have not already done so, you should tabulate the number of points that you have under the SINP's own grid, which differs somewhat from the Federal grid that you use for Express Entry. The grid can be found here:

You must have at least 60 points to qualify for eligibility in the program.
With at least 60 points, and an Express Entry profile, you can then initiate an application through the OASIS system, found here:

The key is the initiation, and not the submission, of the application. With all of the documentation required, advance preparation of the application will be necessary. In addition to the usual identification documents (passport, birth certificate, etc.), you will need proof of education in the form of transcripts and diplomas, employer reference letters, bank statements (for proof of settlement funds), to cite just a few of the items. The system will walk you through what you need to provide and upload.
A key issue is the 'staleness' of the documentation, particularly with regard to bank statements. If you upload statements now, reflecting activity through the end of June 2017, and the intake does not open until after Thanksgiving (in October in Canada), for example, the data may be out of date, so it is a good idea to update the statements as you receive them. Also, you would need to update the exchange rate and value in Canadian Dollars whenever you update the statements. In addition, an updated Form 4 will be needed that reflects that total of the settlement funds.
