Last year after Jan, it opened in May, so if we go with it then in May.
Having said that no one has answer when it is going to open. One needs to keep a check every now and then.

AOR in our case, that is , express entry is just filing of PR application. One gets AOR within a day of filing the PR application. So, i would say other than one has submitted all the documents requested for PR, AOR does not signify much.
Getting PR depends more on the authenticity of information and documents that one has shared with CIC. Usually within a month of filing the PR, eligibility, criminality and medical passes. Security is something which is time consuming and can take anywhere from a month to 5 depending upon a number of factors.

AOR is the date which commences the six months period for EE, six months is the time taken from AOR to PR for 80% of cases as published by CIC.

AOR as the name is, acknowledment that PR application has been received successfully by CIC and a unique number is allocated for future reference. Any future questions pertaining to PR are referenced via this AOR number.
Significance is the begining of final chapter in journey of PR and after that all is in hands of CIC apart from odd document requests.

Yes, IMM 5406 is very important, you have to submit it.
