Nope actually. Since you have asked, one reason could be that CIC do not want a person to wait any longer after having already waited for 2 months before. So, may be process the cases to completion which came in earlier.

History sheet has more or less the same details as in the certificate you are referring to. In addition it has cancellation/suspension details if any which I think is required.
