I am registered under the NOC 1123 Express entry. The SINP NOCs has 4163 which is somewhat similar to NOC 1123 . Can i file it under 4163 considering the Job responsibilities are same or wud they reject it since my ref letters contains duties similar to 1123.

Please suggest.

In one tab I found : Settlement Plan Attached : Yes. So May be I have attached earlier. However i sent mail to SINP for additional doc - settlement Plan without any request and my application in process state.

Is this ok or it can be a problem to my application ?

The most important thing is if your experience letters match the NOC you claim. Alot of people can easily fit into more than 1 NOC. There is no harm in changing your NOC as long as;
1. You use the same NOC in your PN application and EE applications
2. You have experience letters to match your NOC.
3. You meet the licensing requirements of the NOC (if required)

Your timeline is not bad and looks good to me. There are still folks from June intake period waiting.

Should be fine. Only 1 settlement plan is needed

Only thing is if they have to reject they should do it now, it's been too long since July, need a decision.
If they deny it at least I can reapply with a matching NOC.

My intended occupation for SINP EE is NOC4163.

Now I have experience in NOC 4163 is 4 years and NOC 0131 for 6 years. So can I claim experience points for whole 10 years?

My NOC is 2171, AOR is 4th Nov and my application status is In Process since 14th Dec.
In my settlement funds tab the date of funds conversion is same as my application received date : 4th Nov. I believe this was done by my consultant on his own. Will this create a problem and will SINP case officer also review and convert funds before final stage of my application? Since its been more than 40 days now, the actual value of funds may differ.
I have also submitted EPF as supporting document POF, will this cause any issue? However, I have also attached my statement of accounts from savings and mutual funds.
I did email them a couple of other documents (Passport scanned copy as I entered the wrong passport number but uploaded the right document), however they haven't really made changes to my application that we see in OASIS, do they do it manually for their records and process the application?
Please suggest on whats happening there? I'm curious.

Yes, you can. What you will have to do is select the right NOC as of now and collect all the letters w.r.t both your profession over the last 10 years.
