I read some of the previous posts and learned that probably PPF is not an eligible PoF. In that case, could others please share views regarding elgibility of ULIP? Specifically, I have my money invested in "Reliance Life Highest NAV Advantage Plan"

Minimum, how many days does it take for an application in-process to move to next state like nominated/ineligible/returned/whatever?

I didn't submit the requested docs and emailed them to withdraw my application, but as I check, my status was changed from "waiting on applicant" to "in process". I hope it's just an error. I changed my NOC in my EE profile so I don't think I will get a nomination from SINP anyway.

SINP Express Entry is closed for the year, you can't apply until they reopen the intake next year. No one but SINP knows the exact date, but from recent trends, they might reopen by January.
No problem to open an Express Entry profile this year though. You can use that for SINP next year.

Do you need to get medicals done before you do PR application, or do they tell you to get medicals once application is in?

It depends sham
Previously,
Some got in 30 days
Whereas some others got in 60 days

U have to check your panel physician on cic website
Then you have to get an upfront medical done there
Your clinic will directly upload your report to cic and u will
Get a duplicate of the report in order to upload to mycic account

Actually my application moved into In-process state on 14-Oct.
I had talked to immigration officer last night, for confirming required documents to accompany dependents.
So, trying to understand, if am going late about sending documents.
