I would like to bring to your notice that prior to 2013 CIC used to assess the education only for their authenticity. Only in 2013 onwards the changes were implement to access the credential for their authenticity and equivalence against Canadian education system so as to create better candidate pool for the job market.

Furthermore, maintaining a precise data record would not only provide detail and accurate idea on the movement of the application but would also assist others in understanding the process better.
Remember, there are people out here who missed FSW 2013 with just few days. So every day counts pal.
Also, as far as selection process is concerned Saskatchewan immigration department would have certainly informed everybody in advance if they ever wanted to get the foreign education credentials assessed before filing of the application.
Now comes the process of selection, the analogy which you stated quite match the New Zealand process as they do have a unique process termed as EOI (Expression of Interest) and in this scenario applications are assessed on the individual basis and the best application is selected.
CIC are actually planning to implement the similar system from next year onwards. I have read it somewhere can't recall the source at this moment.
So i would vouch for the first come first serve since FSW also follow this method and only the complete application is accepted for further processing.
Rest the time would reveal about the real story. Anyways just wanted to share my views on the ongoing debatable topic.
